The Sokoine University of Agriculture (SUA) and the Banat University of Agricultural Sciences and Veterinary Medicine of Romania have signed a provisional cooperation agreement on the exchange of professional experience in the agricultural sector. The Convention establishes the principle aut dedere aut judicare that a State Party must either (1) prosecute a person who commits one of the offences or (2) send to another State the person requesting his extradition to prosecute the same crime. On 14 October 2005, a second additional protocol to the SUA was concluded in London. The full name of the Protocol is the 2005 Protocol to the Convention on Combating Illegal Acts against Maritime Safety and is often abbreviated as “SUA 2005”. The 2005 protocol adds provisions that would criminalize the use of ships for the transfer or unloading of biological, chemical or nuclear weapons.
